Värmlands Museum is a foundation formed in 1980 by Värmland County Council, Karlstads Kommun (Karlstad Municipality) and Värmlands Fornminnes -och Museiförening (Värmland Heritage and Museum Society), now Värmlands Museiförening (Värmland Museum Society). Since 2003 Region Värmland is responsible for the County Council section. The mandators appoint representatives to the board.The mandatory period coincides with that of the municipal elections.
